B139 Comprehensive Inspections
The B139 Comprehensive Inspection is a 53 point inspection based on the CSA B139 Series:19 Installation code for oil-burning equipment, notably emergency (life-safety) generators, boilers for heating or domestic hot water or fire protection pumps. Other codes that influence the inspection are the National Building Code of Canada, the CSA C282:19 Emergency electrical supply for buildings, and the NFPA 20 Standards for the Installation of Stationary Pumps for Fire Protection and the NFPA 211 Standards for Chimneys and Vents.
There are three main areas that our TSSA certified OBT-1 technicians evaluate during the inspection:
- Fuel storage and supply (tanks, piping and pumps)
- Combustion air (louvers and ducting)
- Venting the product of combustion

Industrial, Commercial and Institutional property owners or managers at some point will be required to provide a Comprehensive Inspection based on the B139 code for their oil-burning emergency generator, boiler or fire pump. This inspection also called a TSSA Fuel Oil Delivery Certificate or B139 code compliance certificate and will generally be requested by your fuel oil distributor.
